Go to the next step of explanation only when the patient has clearly understood the content of the information you have provided. Therefore the counselor needs to have enough sufficient time for the patient, and should also be a good listener. Let the patient express everything he/she has to say, and give your inputs once when the patient has finished talking. A counselor should be very observant and able to interpret non-verbal communication for example if the patient looks angry, and then find out the cause of his/her anger first. An effective counselor should provide non-possessive warmth in a counseling environment. Smile and show concern and acceptance by showing comfort, empathy, and understanding to the patient. Answer: Introduction Rehabilitating offenders is not an easy task but when carried out successfully then an offender is able to change and live a normal file. For effective rehabilitation to take place, risk principle, need principle as well as responsivity principle must be strictly observed. When the society locks offenders in prison and does not provide a means by which the individual can understand why he or she committed the crime in the first place, then the corrective behavior will be hard to come by. Through interventions, recidivism can be significantly reduced. The interventions must be directly proportional to the severity of the offense (Christian, Martinez Veysey, 2009). Nigel is a serious and violent juvenile offender. He was charged with assault and robbery as well as other cases which involve violence. He is also a persistent offender which is as a result of various factors. First, Nigels father has served time in prison. Furthermore, both of his parents are alcoholics and he has suffered a lot in their hands since he was abused physically and psychologically. An environment where drugs are being abused by the very people who are supposed to be role models contributed to intergenerational transmission behavior (Crow, 2001). Nigel became an alcoholic just like his parents since his surrounding at home had easy access to it. Lack of social skills is also a great contributor. Mostly because of his harsh environment at home, he feels like everybody is judging him and looking down on him. His abuse in the past has contributed to him feeling a sense of satisfaction when he inflicts harm on those he thinks are looking down on him. It is safe to conclude that violence is the only mode of solving problems that he knows since he does not have a mentor to offer guidance (Flowers, 2002). Risk Assessment factors As far as assessment is concerned, high-risk offenders should be accorded the first priority. The criminal justice system is tasked with correctly predicting future violence. These predictions are critical since they aid in correctly identifying those inmates who require additional security, extra supervision as well as treatment. Making correct predictions is of topmost importance since making wrong predictions may lead to unnecessary restriction of liberties (Kemshall, 2008). Attachment theory According to attachment theory, it is very fundamental for people to have strong emotional and physical attachment to at least one primary care giver to ensure better personal development. In this case, Nigel does not have any attachment to his parents since they are not available to offer any support needed for development. Social ecology theory According to this theory, a childs ecological environment which comprises of siblings, community school, caregiver, peers as well as the extended family affects how he or she turn out to be as an adult. He also shows general recidivism by physically harming those he thinks are looking down on him. The act of constantly inflicting harm on people especially based on a misguided idea that another person is looking down on him which might not always be true is an important fact to be considered. Abuse of alcohol seems to also contribute to violence since when he drinks heavily his chances of engaging in violence increases significantly. Nigel should be enrolled in a prison-based violent offender program since it is directly related to assault and robbery. Violent offenders make up a significant number of prison population hence the need rehabilitate them so that they can eventually be released back to society having transformed their lives (Sherman, 2002). Vocational Training and Education As far as the case study is concerned, to try and rehabilitate Nigel vocational training and education should be introduced to him. Nigel is only nineteen years old hence he has his whole life ahead of him. The fact that Nigel has at only nineteen years of age is serving a six-year sentence and has been in juvenile institutions since his early teens, it would be safe to conclude that he has not progressed a lot as far as education is concerned. This view can be supported by several statistics and observations. Basically inmates have fewer job skills and less educated compared to the general population. Statistics collected from police detainees in Australia back in the year 2007 reveal that forty-three percent females and forty- seven percent males had not completed beyond year ten and only five percent had reached university (Dawe National Centre for Vocational Education Research (Australia), 2007). There is a link between employment and crime. It is worth noting that employment is also associated with education. High rates of unemployment lead to involvement in crime although this trend is usually more conspicuous among minority communities. Farrington research actually concludes that lack of employment does not in any way compel upstanding individuals to engage in crime but it hastens felonious rates of delinquency-prone youth. Education and training while in prison proves fundamental because of various benefits. Participating in basic and secondary education is linked with lower recidivism rates as well as a more stable employment. Tertiary education however, produces mixed results but a huge chunk of the results are positive. If Nigel is to be successfully rehabilitated, then constant counseling and a change of environment where he will be able to live far away from his abusive parents must be implemented. These treatment strategies are mainly informed by the social ecology theory that talks of the relationship between environment and how it affects an individual (Richmond, 2006). As far as multisystemic interventions are concerned, Nigels parents should be encouraged to join parental training programs so that they can learn essential skills on how to handle children because judging from the treatment of their son, they have completely failed. The community should also get involved in establishing programs that ensure offenders who have served their time are welcomed back to society instead of being branded as robbers or thieves. Awareness should be made to the society that people can change their ways. When this is done, then social isolation is far much less likely and chances of repeating the offence also reduces significantly which is in line with the social ecological theory (Prins, 2005). Serious and violent juvenile offending can be prevented by carrying out several measures. To avoid children from turning out to be serious and violent juvenile offenders, actions have to be taken early enough. During developmental stages, children have to be taught the negative effects of crime and abuse of drugs which contribute immensely to youth delinquency. According to research, children who grow up in abusive environments where they are physically and psychologically abused end up engaging in crime and often elicit aggressive and antisocial behavior. This view is supported by the systems theory that family problems more often than not lead to delinquency (Masters, 2004). Second, familial affection and bond should be enriched. Family bond ensures that family members care for one another and work hard to improve the welfare of one another. Familial affection ensures that children feel free to share their problems with their parents since they know they will receive the necessary support and guidance (McIvor Raynor, 2007). This strategy is can be backed up by the attachment theory that calls for strong physical and emotional attachment among primary care givers. Third, enhance problem-solving skills. In a world where problems and conflicts are virtually impossible to avoid, having appropriate problem-solving skills and developing non-violent conflict patterns will contribute a lot in living a better life. Most youth offenders are driven by anger and poor conflict management skills which compels them to do things that the society does not agree with. As such, having this skills in their arsenal will ensure that they restrain themselves from resulting to violent means of handling their problems which may result in jail time (Layton, 2002). Four, improving parenting skills should be prioritized. Every parent should have an idea of how children ought to be handled whether male or female. There should be an element of give and take and the parent must create a system where there are specific consequences for their actions. The discipline practices guarantee that the child exercises restraint as far as committing certain negative behaviors is concerned. Disciplining children also helps parents to be responsible adults who are able to respect the law of the land hence reducing their chances of finding themselves in prison for breaking the law in one way or the other (Cornelius, 2010). Five, help is needed to help the young come up with constructive leisure activities. Whenever you people are idle, they tend to engage in destructive activities like drug abuse, unprotected sex as well as criminal activities. Some of the measures that can be taken to prevent the likelihood of children turning out to be serious and juvenile offenders comprise of tackling risk factors that compel the youth to turn to crime, integration of crucial services like medical and child services as well as proper coordination from different agencies. Character Tags in Fiction Character Tags in Fiction Character Tags in Fiction By Maeve Maddox In the parlance of fiction writing, a character tag is a repetitive verbal device used to identify a character in the mind of the reader. More than a simple description, a character tag calls to mind aspects of the characters personality and uniqueness. Uriah Heeps clammy hands, his constant hand rubbing, and his use of the word humble to describe himself and his mother are character tags that make him unforgettable. Sherlock Holmes and his violin, his shag tobacco, and his uncanny aptitude for noting and interpreting details others ignore, are only three of the numerous character tags that make him live in our imagination. Character tags may be drawn from any aspect of the characters appearance or behavior: voice gestures body carriage dialect and speech mannerisms hair clothing scent mental state A sympathetic character who has red hair may be described as having carrot red hair, while a creepy character might have hair the color of dried blood. Some characters in a novel may appear only a few times, but the most minor character needs a character tag or two to make him memorable. In The Mummers Curse Gillian Roberts introduces a minor character with this description: I didn’t recognize him, but I didnt think I should be scared. He was polite, his voice low-pitched and confident, and apparently he knew me. Besides, he was elegant. In his early forties, I thought, with prematurely silver hair uncovered despite the freezing wind, and looking none the worse for it. His topcoat was visibly soft, cashmere, I suspected, and his hands, encased in buttery brown gloves, held a leather-bound book with gold-edged pages. When the character appears again, the author reiterates some of these details, for example, the silver hair that defies the elements, the expensive attire, and the book. C. R. Corwins Morgue Mama Mysteries feature a newspaper librarian in her sixties. Many of her character tags have to do with her appearance: My name is Dolly Madison Sprowls. Im 68 years old. Im short, a little dumpy, and I havent changed my hairstyle since college. I looked up and found Chick Glass. I figured that was you, Maddy, he said. He playfully flicked my Prince Valiant bangs with his fingers. Used judiciously, character tags add dimension to the characters and enable the reader to tell them apart. Depending on what mental baggage the reader brings to the story, however, character tags can jar the reader out of the dream and cause annoyance. In the Amanda Pepper mysteries by Gillian Roberts, Amanda is a native of Philadelphia. Her boyfriend Mackenzie is from the South. One of his character tags is that he lapses into his native speech when stressed. Speech tags involving dialect and speech mannerisms can be effective, but Roberts doesnt just make use of the tag and move on; she has Amanda comment at such length on Mackenzies lapses that I grow annoyed at what seems to me to be a display of a misplaced sense of regional superiority. The Maddy Sprowls character has two character tags that yank me out of the story every time they occur. One is a speech tag and the other involves a habitual gesture. Here are examples: Are you saying Gordon was gay? Good gravy, does everything have to be about sex? She took the brick†¦How much did you pay for it? I pawed the air. It was a steal. Every time I read the interjection Good gravy, I pictured Archie, Jughead, Betty, and Veronica from the comics. I dont know if they said it, but thats what I thought of every time and there are lots of good gravies in Dig. The other tag that never failed to jar is I pawed the air. Maddy paws the air a lot. Every time I read that tag I imagined a rearing horse. I finally decided that Corwin intended to convey the dismissive gesture one might make while saying Pshaw! Character tags are great ways to make fictional characters live, but take care to avoid any that may defeat the purpose of keeping the reader engaged in the story. Chesterton and his literary masterpiece, I came upon this article on Gilbert Magazine in which his answer to the question â€Å"What is the difference between progress and growth?† was posted. To this question, he answered: The fatal metaphor of progress, which means leaving things behind us, has utterly obscured the real idea of growth, which means leaving things inside of us.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   First of all, I didnt even know he has a magazine. Secondly, since I have never heard of him before, I ask myself why on earth has it taken so long for me to discover such an amazing man? His statement above is just one of the marvelous pithy quotations of a man who never earned a doctorate and, in fact, never even attended a university. I have read some of them and I am amazed at how he can say something about everything and says it better than everybody else.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   It is with utter delight that I am taking this journey to the discovery and uncovering of a genius – a journalist, a debater, an artist, a happy man – for in discovering him, I discover passion, wisdom, and myself. G.K. Chesterton: A Poet, Storyteller, and Ironist   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   G.K. Chesterton cannot be summed up in one sentence. Nor in one paragraph. With all the fine biographies I   have encountered that have been written of him, I dont know if the Gilbert Keith Chesterton has really been captured between the covers of those books. In the first place, how could one simplify a man of such complex talents? He was very good at expressing himself, but more importantly, he had something very good to express – the reason why he was one of the greatest thinkers and writers of the 20th century and a champion of the Roman Catholic religion. K. Chesterton is alive and kicking today in a way that most of his contemporaries are not precisely because he enunciated clearly and forcefully the fundamental principles in the light of which issues, whether of today or of yesterday, can be confronted intelligently, and he has dedicated this extraordinary intellect and creative power to the reform of English government and society. Literary types would laud him for his poetry and novels and detective stories and plays; social critics would approve him for his prescient admonitions about eugenics and nihilism and socialism; champions of domestic democracy would like his doctrine of distributism; philosophers would be challenged by his insights and quips; the fundamentalist Christian would defend him for defending Christianity, and the Catholic Christian would enjoy the enjoyment Chesterton derived from his Catholicism. This is a multifaceted man.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Gilbert was a day boy at St. Paul’s. The masters rated him as an under-achiever, but he earned some recognition as a writer and debater. Although he never went to college, he proved that genius cannot be tied down to the rules of the academy, nor need we be subservient to the prejudices of the academy in evaluating genius. Chesterton, in fact, chose to be a journalist, because in that role he could think most profoundly, powerfully, cogently, and effectively.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   He was vitally concerned with the injustices of Great Britain to its dependencies. He progressed from newspaper to public debate. He used logic, laughter, paradox, and his own winning personality to show that imperialism was destroying English patriotism.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In 1900 he published his first literary works, two volumes of poetry. In 1900 he met Hilaire Belloc, and in 1901 he married Frances Blogg. These events were two of the great influences in his life. From 1904 to 1936 Chesterton published nearly a dozen novels, the most important being The Napoleon of Notting Hill (1904) and The Man Who Was Thursday (1908). In 1911 Chesterton created the ‘‘Father Brown’’ detective stories. During his literary career he published 90 books and numerous articles. He poured out a wealth of lighthearted essays, historical sketches, and metaphysical and polemical works, together with such well-known poems as ‘‘The Ballad of the White Horse,’’ ‘‘Lepanto,’’ and the drinking songs from The Flying Inn. Among his major critical works are studies of Robert Browning (1903) and Charles Dickens (1906). Prodigiously talented, Chesterton also illustrated a number of Belloc’s light works.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Chesterton spoke of himself as primarily a journalist. He contributed to and helped edit Eye Witness and New Witness. He edited G. K.’s Weekly, which advocated distributism, the social philosophy developed by Belloc. Chesterton’s overriding concern with political and social injustice is reflected in Heretics (1905) and Orthodoxy (1909), perhaps his most important work.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   I could say that Chesterton was not a philosopher in the sense of one who, like Plato or Aristotle, Aquinas or Bonaventure, Descartes or Kant, Hegel or Kierkegaard, made original contributions to the history of human reflection on the reality of the real. We can, however, say that he made two remarkable contributions which are still immensely worthwhile today: (1) he was unmatched in his ability to satirize the philosophical foibles of his day; and (2) although his philosophy was not unique his manner of expressing it was unique; one cannot read him, even today, without being again and again suddenly pulled up short. In view of his perennial concern with ideas and with ideas that count, with ultimates he has to be called a philosopher, not merely, however, as a lover of wisdom, but as one who possessed a certain kind of intuitive wisdom.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Throughout his life, G.K. He can be straightforward and for right, crisp and to the point, or witty, with a certain malice aforethought. He can take the way of irony or simply snort when his patience is exhausted. He can soar with angelic sweep or swoop like a bird of prey. His descriptive hand is as authentic as any, as witness this from the beginning of The Man Who Was Thursday: The suburb of Saffron Park lay on the sunset side of London, as red and ragged as a cloud of sunset. It was built of a bright brick throughout; its skyline fantastic its ground plan wild. More especially this attractive unreality fell upon it about nightfall when the extravagant roofs were dark against the afterglow and the whole insane village seemed as separate as a drifting cloud. This . . . was more strongly true of the many nights of local festivity, when the little gardens were often illuminated, and the big Chinese lanterns glowed in the dwarfish trees like some fierce and monstrous fruit.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The Man Who Was Thursday was the phantasmagoric 1908 novel of eccentric anarchists, philosopher-detectives and a riddle-writing criminal mastermind who just might be God. Chesterton better known for his Father Brown detective series mingles theological brainteasing with cloak-and-dagger capers like a cross-country balloon chase and a  Ã‚   bombing conspiracy fomented over jam and crumpets.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   This metaphysical thriller spirals out madly from a marvelous premise: a London counterintelligence chief has formed a corps of â€Å"policemen who are also philosophers.† An initiate tells the books hero Gabriel Syme, who is with the British police: The ordinary detective goes to pot-houses to arrest thieves; we go to artistic tea-parties to detect pessimists. The ordinary detective discovers from a ledger or a diary that a crime has been committed. We discover from a book of sonnets that a crime will be committed We say that the most dangerous criminal now is the entirely lawless modern philosopher.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Soon after joining these vigilantes, he was hired by an unknown, unseen man to infiltrate the noted anarchist movement, making him stumble upon an anarchist conspiracy to destroy civilization and morality itself. He starts with a loudmouthed poet of disorder, Gregory, and follows him into a meeting of the anarchists. Gregory is forced to keep Gabriels identity a secret for his own sake, for he himself had led the policeman into their secret hideaway.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The undercover Gabriel manages to get elected as one of the seven top men in the organization, alias Thursday, much to Gregorys silent chagrin. Gabriel meets with the other members of the council, all of who appear to be dark and dreadfully evil most of all the President, the huge mountain of a man called Sunday. Little by little, however, Gabriel realizes that the other five people under Sunday are not at all evil, but all of them spies from the police!   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the process, however, Gabriel succeeds in getting an entire French countryside to think he and his new friends are really anarchists (meanwhile they are thinking, or wondering in disbelief, that the entire countryside is full of anarchists after them). They nearly get lynched. When things are settled, this group of undercover police go back to England to seek out Sunday, whom they soon find is the very man who hired them to infiltrate the council in the first place! Sunday leads them on a strange and wild chase, during which the six philosophize about the nature of their strange antagonist.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Phantasmagoric escapades proliferate, and police pursuit collides with the carnivalesque nature of the universe. They realize that they have been seeing him from behind, and from behind he looks brutal; but the apparent evil was misleading. The journey ends at a palatial estate where the six are treated like kings, and finally see Sunday for who he is The Sabbath, the peace of God. The council of anarchists has turned into a High Council commemorating the Seven Days of Gods Creation.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The purpose of Sunday as the evil anarchist was to bring forth good through the others to urge them on to unnatural virtue. As they were fighting, they were fighting Satan. As the hearers grow indignant at Sundays using them for his purposes and allowing them to go through such trials, the paradoxical Problem of Evil seems somehow resolved. The last question asked of the strange man as he recedes into space is Have you ever suffered? and the answer the Christian knows is whispered from the distance. The last scene sees Gabriel Syme waking from his reverie, and chatting philosophy with the other Poet of Saffron Park, Gregory.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚     Chesterton offers up one highly colored enigma after another in The Man That Was Thursday. He truly knows how to create an atmosphere of hallucinatory suspense, to use the fantastic and paradoxical and fugitive to glimpse the other side of God. In an article published the day before his death, he called this literary masterpiece of his, â€Å"a very melodramatic sort of moonshine.† I guess thats how we would describe a novel set in a phantasmagoric London where policemen are poets and anarchists camouflage themselves as, well, anarchists. By turns hilarious and terrifying, Chesterton’s The Man Who Was Thursday is a lyrical search for truth in a world where nothing is what it seems.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   This is not a book. Executives, or corporate-level managers, are in charge of many things governing the success of the company as a whole. Among these are developing a strategic vision and business mission, setting objectives, crafting a strategy, implementing and executing a strategy and evaluating the performance of the strategy. Strategies are especially important because of the value-creation process that occurs because of it. Sometimes, though, execution of strategies fail and the question here is â€Å"why? † One possible reason is that the strategies developed by the executives are too broad and do not take into consideration the environment of the firm at the operational level, which is the lowest level and the closest to the markets. One possible way to curb this problem is through a bottom-up approach, wherein the operational-level managers submit their proposed strategies and the corporate-level managers evaluate and approve these, or the top-bottom-top approach, wherein the corporate-level managers forward their suggested strategies to the operational-level managers, who make changes accordingly, and evaluate the said changes before approving the strategy. Supple Supply Chain According to the Merriam-Webster Online Dictionary (2007), the term ‘supple’ means to be able to easily adapt to new circumstances. When we say that a supply chain is ‘supple’, we simply mean that a firm is very flexible in terms of its ability to synchronize its functions and those of its’ suppliers to match the flow of service, information and materials with cutomer demand. A firm’s environment is constantly changing, especially in our day and age with the advent of technology which brings about major changes to the flow of communication. A firm that cannot take advantage of these changes is sure to fail. For example, the Daimler-Chrysler Corporation had a major problem with regards to the delay in production when a certain portion of its parts was just a tiny bit too large or too small; it would have taken ages for changes to be made. Today, however, using a program called ‘Powerway’, which ables the firm to collaborate more easily with their suppliers, the firm can now avoid delays by forseeing the problem and adjusting accordingly before it even occurs (Mayor, 2007). The best strategy a firm can employ to ensure a supple supply chain is to take advantage of the advancing technology, as the Daimler-Chrysler Corporation has done. The new programs developed by the IT industries offer a way for firms to know and understand the production and business processes to allow for quick response to changes in the firm’s market (Mayor, 2007). One thing to understand, though, is that one should not confuse a ‘supple supply chain’ with a ‘responsive supply chain,’ because a responsive supply chain is a strategy of the firm to counter uncertain demand wherein a supple supply chain is a characteristic of the supply chain. Not only was it quick, it was also expensive. No one had more problems paying for railroad cargo and themselves were the farmers. Congress eventually formed the Interstate Commerce Commission. Its goal was to wage lower rates than the railroad would allow. This was the start of the interstate commerce act of 1887. In this short essay some of the important sections of this act will be discussed and demonstrated by its importance and reasoning. Here is a brief, but accurate summary of the interstate commerce act of 1887. First, farmers could only carry cargo and transport it through the United States. Second, if a passenger asks for cargo or money from another passenger or the committee will punish him. Third, it is unfair to give money or cargo to any other person except for whom its is going to. Fourth, it is the rule that the railroad company is to keep scheduled stops and prices written legibly. The act says Schedules shall be plainly printed in large type... for use of the public.(Section 6,51) The last few sections give rights to the carriers safety. Any person claiming to be damaged may complain to the commission...or draw up a suit which is stated in this act.(Section 9,51) Other rules are the right to inspect cargo and ask the passengers purpose for transporting or having it. It was very important to the people of this time to have a proper-posted schedule, a decent fare, and a cooperative service in the railroad industry. More than three million lives were lost due to disasters in the last quarter of a century itself. This number does not stop as billions have been affected in some way or the other. The cost of rehabilitation from these disasters has run into thousands of billions alone. The increase in the population of the world only enhances the chance of disaster risk which could cause massive casualties and harm to the human life in large numbers. The six billion mark in world population was reached on the 16th of November in 1999. The annual growth rate was estimated at nearly 1.33 %( seventy eight million every year). There is a greater risk on account of the industrialization and vast urbanization since a lot of people are moving to urban areas which do not have sufficient health care and infrastructure in place. Energy is released after accumulation in the volcanic activity or geological faults which cause seismic waves to bring about movement of the crust which is known as an earthquake. Humans are able to only detect three thousand earthquakes from the total of five hundred thousand earthquakes that occur every year. 7 to 11 out of these 3000 earthquakes cause significant damage to property and human life though this figure has increased the past few years. The toll of death due to an earthquake can range from as less as five to higher than two hundred and forty thousand. One out of two cities in a developed country is susceptible to a natural hazard like earthquake. Seventeen of the twenty largest cities are situated in countries with low resources. The research on natural disasters is of a lot of significance in case of developing countries. What is a Disaster? Many definitions have been put forward regarding disaster. Samuel Henry Prince started the study related to disasters in 1971 in Canada during the worst disaster witnessed in Canada. The disaster in point is the ship explosion occurred in 1917 in the harbour of Halifax, Nova Scotia. His research and social exploration of the implications of the disaster paved way for further theoretical and empirical research that lasted through the 1930s, 1940s and 1950s. This saw a change in the way disasters were perceived. The focus shifted from the primary physical agent to the description and definition of disasters related to the social impact caused by it. Various academic disciplines were dedicated to the study of nature and disasters during the 1960s and 1970s. The definition of a disaster can be classified between the national and international level. The World Health Organization has defined disaster on the base of the resultant health implications post the disaster. They have made use of the terminology called as Health Action in Crises. Psychological stages of disaster Heroic stage The heroic stage is shown by the community and the individuals within that direct the various levels of energy in the tasks of help, rescue, shelter, clean up and repair. This behaviour is carried out in the span of a few hours to even days if required. Honeymoon stage The optimism characterized by the people in the community is the showcase of this stage in spite of the losses that occur due to the disaster. There is a wide media attention and, flow of resources inwards, and reassurances by personal visits by high profile personalities that look towards the rehabilitation process of the community. They provide the hope and belief that life will return to normalcy and no traces of the disaster will be seen. These resources though tend to exhaust by the third week of the aftermath of the crisis, there is reduced media attention and the real problems in the rehabilitation program start to develop. The energy shown by the survivors in the community gradually starts to fade away and gives way to the next stage of disillusionment. Disillusionment The hard experiences, the lack of necessities and the work needed to be done to restore normalcy creeps up on the person which leads to disillusionment among the survivors. Survivors find that the various types of financial help being offered are in the form of loans instead of grant, home insurance was not the best available option and that politics played a bigger role in the decision making. Signs of disgruntlement is how by means of complaints related to abandonment, betrayal and injustice, incompetency and bureaucracy. Stress is a negative aspect that troubles the survivors which slowly disintegrates any hope that may be left. Recovery All the work for which the base has been setup starts to show results. The applications are passed, loans are approved, and reconstruction is started. The individuals start to work at their normal capacities. People start regaining the state of normalcy with a period of six months after the disaster. Some individuals might take up to thirty six months. There is an overall sense of appreciation to aspects like life, relationship and morale towards tackling problems all owed to the lessons learnt post the disaster. Stages of Disaster Response Preparation stage The main objective of this stage is to improve the healthcare system and the general system that can be improved to the extent that future disasters can be tackled with ease and efficiency. Quick Reponses Stage The main objective of this stage is to make sure that there is a prober health response in case of a disaster strike that may create some needs. Counselling is provided during this stage which is present in the current health system. There should be help sought from external sources to boost the resources that are available in case they are not sufficient to fulfil all the necessary needs. In many cases the local supplies may not be enough to meet the requirement of the community which is why the stock has to be filled with the help of some additional commodities obtained from other external sources. Recovery Stage This stage has to be worked upon continuously and lasts more than a month after the disaster takes place. This stage could go on for years depending on the resources that are available for rehabilitation and the impact and type of the disaster. The needs of the survivors are taken care of by the local providers in this stage. Federal funds may flow in case the disaster is declared as a Presidential Declared Disaster. The funding is given to those in need of individual help. Disaster Management Definition of disaster management A lot of definitions have been put forward by authors on the topic of disaster management. A lot of these definitions merely explain the meaning of the term rather than completely stating the terms of preparation for a disaster. Christopolis, Mitchell and Liljelund regarded efficient and effective abilities and result of disaster response as the main themes of preparation for a disaster (2001). Creating a local response system and providing early warnings is also a big part of preparation (Integrated Regional information Networks, 2005). The definitions by United Nations Development program, McEntire and Twigg have definitions similar in theme with their own take on the preparation for a disaster. The program by United Nations holds hazard easing as the central source for disaster preparation along with the inclusion of planning in the description (2004). Similarly, McEntire and Twigg also consider hazard easing as a crucial aspect in disaster preparation saying that it should be a p art of it (McEntire, 2003 and Twigg, 2002). McEntire talks about different factors relevant for disaster preparation as a local government function that includes vulnerability and hazard evaluation. The lesser highlighted aspects of disaster preparation are also very important. Izadkhak and Hosseni point out education to be the foremost media in the preparation of a community for disasters (2005). The emergency plans, storage of food, securing furniture to walls and creating inventories of storage commodities are a part of this level (Paton, Smith, Johnston, 2003 and Siembieda, 2001). Review of preparation literature The disaster preparedness aspect is basically dynamic in nature which keeps changing constantly. The disasters and crisis are consistent but the practises applied in its management still lack the capacity to provide necessary results. Some contributions have been made to development of disaster preparedness with the aim of creating a theory based practise and practise based theory (Gillespie and Streeter, 1987). The contributions from most individuals are not aimed at the creation of a complete disaster preparedness technique but individual research has helped immensely in making contributions towards building a complete disaster preparedness plan. A case in point is the research by Kirschenbaum (2002) article based on disaster preparedness from the point of view of Israel. The inferences drawn from his study were found to be applicable in a general environment. Perry and Lindell (2003) based their study on disaster management on the principles of perspective and planning and were able to identify 10 guidelines that should be used in the process of planning. Lindell was more focused on the planning while Kirschenbaum gave more importance to localized applications and principles. Each on his own was able to contribute an important aspect that led to the creation of a comprehensive disaster preparedness plan although none of the studies focused on all the aspects on the whole. Components of disaster management Earthquake Risk The risk of earthquake is a seismic risk to the environment and its habitats. The earthquake risk is inversely proportional to the capacity of resisting it. Research based on social learning by May (1994) shows that the more knowledge that is available, the less is the worry and lesser in the rationale for prevention. Knowledge and the use of the knowledge in the best way are required to improve the safety measures today. There is a process known as Earthquake Risk Management that works towards the prevention of threat or danger from an earthquake, reducing risk or consequences of an earthquake. It also deals on topics like preparation for dealing with a disaster, responding to a threat due to natural disaster, capacity building and knowing the effects of the natural disasters. There are the basic points of evacuation, rescuing, relief, rehabilitate and reconstruct that are covered. The population in India was marked at over a billion in 2001 and is estimated to be doubled by the yea r 2050. This calculates to a population growth of 1.61% per annum. The risk of earthquake increases by leaps and bounds in such a scenario. The urban areas are been populated to the extent of being overcrowded and figure in the highest density in the world of 237 people per square kilometre. This only worsens the situation. People in thickly dense areas have no alternative but to live in conditions like low lying areas situated closely near the rivers. This makes it mandatory to keep a full time alert and be ready with a disaster preparedness plan. Gillespie and Banerjee (1993, pp.242) have proposed there is a 5 stage plan which spirals upward with more refined levels including avenues, assessment, knowledge, preparedness and practise. The central point in these levels is considered to be knowledge. As pointed by Srivastava et al (2007), the reduction in disaster risks can be brought about by the proper use of information. Disaster management planning for earthquake In the past few decades, a high level of importance has been attached to the effective and efficient management of information and its use as a key component of disaster management in the regions of Asia especially Pacific Asia. Disaster management information systems have been setup by a number of countries according to their own calculations and needs. The applications include early warnings, reduction of disaster risks and emergency planning. The information plays an important part in disaster management and it should be used wisely. The needs of the information related to disaster management can be classified in two activity categories Pre disaster activities like research and analysis, prevention, risk assessment and preparedness. Post disaster activities like rehabilitation, response and reconstruction. The data related to disaster can also be classified into two categories- Pre disaster data consisting of the risks and the country Post disaster data showing the impact of the disaster and the resources available to counter the effects. National Disaster Management Information System The main aspects of a disaster management information system is a database containing the following- Mapping of hazard assessment Vulnerability Assessment Distribution by Demography Lifelines, Infrastructure and Critical Facilities Transportation Routes and Logistics Material and Human Response Resource Communication Facility The use of Disaster Management Information System is based on three aspects- Preparedness planning Response and mitigation Recovery Earthquake activities Preparation and Planning Identifying areas prone to earthquake Identifying problems Identifying and using Resources Control and command Advance Preparatory Action Post earthquake activities The relief activities needed to be performed by the government are- Maintaining uninterrupted communication Endorsing disaster preparedness and relief measures through media like newspaper and AIR. Evacuating and movement of commodities of essence such as petroleum should be facilitated in transport. Making sure that essential commodities are available at a reasonable rate. Providing adequate supply of drugs, vaccine and medicine. Restoration and preservation of physical communication links. Providing infrastructure such as latrines, shelter, electricity, road etc. On a temporary basis by making the necessary investment. Mobilising financial resources. In addition to these aspects, there are certain secondary functions that are needed by the relief efforts of the State such as Military aid should provide relief, restoration and rehabilitation services to the civil authority. Backup plans for cattle preservation, crops and health measures should be put in place. Technological and technical inputs for providing drinking water. Providing technical assistance for water management, water budgeting and several other uses. Coordinating activities of the voluntary and state agencies. Knowledge Management The knowledge related activities are dealt taken care of by the knowledge management procedure (Wiig, 1997: Civi, 2000). These activities include organizations and creation of knowledge along with share and use of the knowledge. Knowledge management can be more appropriately defined as the strategies and processes of identifying, capturing and leveraging knowledge. This definition was provided by the American Productivity and Quality Centre. Knowledge management is a field on the rise which has been able to collect considerable attention especially from the industrial community. A large number of industrial organizations have taken to knowledge management programs which serve as proof of its widespread use. These programs are helpful in making the industries more competent and improving their organizational performance. It is only a matter of time when all the companies will adopt such a program and the only factor to be accounted for is the way in which it has to be implemented to m ake optimum use of knowledge management and managing it properly at the same time. Implementation of Knowledge Management The Knowledge Management concept has caught a lot of attention due to its importance but there are only a few industries that have been able to make optimum use of the knowledge management techniques by managing the knowledge in their respective organizations. Stoney and Barnett (2000) suggest that a major number of Knowledge Management steps are bound to fail. This is due to the fact that the implementation of Knowledge Management is not an easy task that can be carried out by an organization. Technological infrastructure needs to be in place for the implementation of Knowledge Management along with change in the culture of the organization and managing knowledge of different types. Organizations that have made use of the Knowledge Management without making certain of the necessary resources at their disposal have mainly failed due to improper infrastructure and implementation. Implementation of the Knowledge Management is a tough task for any organization as pointed out by Drucker (1993) who is known as the father of modern management theory. He stressed on the fact the biggest challenge faced by an organization is the building of a systematic framework for the management of knowledge. Hence, it is imperative to build a perfect prototype or framework which helps the organizations before the implementation of Knowledge Management. Framework definition According o the Oxford English Dictionary, (2003), the framework is defined as a structure composing of parts that are framed together especially designed for enclosing or supporting anything like a skeleton or a frame. Popper (1994) has defined framework as a set of assumptions or fundamental principles of intellectual origin that form the basis for action. In accordance with these definitions, framework can be said to be a framework or a structure formed using a set of specific instructions or principles that is required to provide a base for carrying out necessary activities and actions. Knowledge Management Frameworks According to Rubenstein-Montano et al. (2001b), Knowledge Management frameworks are categorized as a mode of providing guidance in a specific discipline. This means that it shows the way towards the building of Knowledge Management in a specific discipline completely. Dale (1999) defines framework as a tool used for the development and laying out of plans, a guide that helps an organization to carry out a certain action that works best for their business needs at their own pace. The framework most importantly acts as a link between the practical and theoretical aspects of the Knowledge Management and eases its implementation during an emergency or disaster. Various Knowledge Management frameworks The frameworks that have been described in theory are made to focus on different parts of Knowledge management and achieving its various purposes. The most popularly known framework is the framework for knowledge creation created by Nonaka (1991, 1994) that explains the evolution and conversion seen between tacit knowledge (not easy to articulate) and explicit knowledge (can be easily put into words). This is not the perfect form of a framework since it is only concerned with the creation of knowledge which is nothing more than a part of the Knowledge Management. Another type of framework that is described in theory is the one that provides information on cyclic processes of the Knowledge Management. From the studies of Rubenstein-Montano et al. (2001a), it is evident that many of these frameworks only provide activities that stress on the knowledge cycle activities. They lay importance on phases of knowledge without providing supervision in the implementation of Knowledge Management. The examples of such frameworks are plenty including the framework by Bose and Sugumaran (2003) and many of the frameworks that were studied by Rubenstein-Montano et al. (2001a). A third type of framework is the one developed by researchers that is used to explain the performance of Knowledge Management in an organization. The framework provides reference to shoe the analysis, structure and evaluation of the Knowledge Management in various organizations belonging to different fields. They were developed by Apostolou and Mentzas (1998). Framework requirements The framework helps in understanding, improving awareness and gives the conceptual definition of the Knowledge management that informs the people about the processes involved in it. Al the components can be understood with the help of a framework and puts the Knowledge Management in perspective by providing the people with a clear and concise vision which helps in its implementation. Managers find framework as a beneficial and important tool since it helps to decide whether all the aspects related to the Knowledge management have been covered that may be easily overlooked without the framework. It also helps in enabling the implementation process and helps coordinate the efforts put in by the organization in a controlled and systematic way. System Approach Framework Holsapple and Joshi (2002) laid out a three layer framework which consists of three major building blocks known as knowledge resources, activities and influences. The resources pat highlighted the pool of the knowledge of the organization that can be classified into six main forms of resources namely participants knowledge, infrastructure, culture, knowledge artefact, strategy and purpose. The activities block represents the processes to be used by the organization for manipulating the knowledge resources. Holsapple and Joshi (2002) were able to identify 4 activities related to this aspect namely acquiring, selecting, internalizing and using the knowledge which means the generation and externalization of knowledge. The manners in which these activities are performed tend to be influence by a number of factors that can be seen in the next block called as knowledge influences. The implementation is greatly influenced by this block and is classified into three categories namely resource (human, financial, material and knowledge), managerial (coordination, leadership and measurement) and environmental (customers, competitors, suppliers, markets and other conditions). The three aspects when viewed collectively act as the main components in the operation of Knowledge Management. A framework was created with the idea of four stages namely review, concept, reflect and act by Wiig et al. (1997) in order to explain a number of Knowledge Management techniques and methods. Review is the first step and relates to evaluating and monitoring the performance of the organization to find out whether the desired results have been obtained. Conceptualize has two parts namely analysis of knowledge and inventory knowledge. The former is used to identify and assess the problems, weakness, strengths threats and opportunities related to knowledge. The latter is used to find out the state of knowledge in the organization by finding out the knowledge assets. TH reflect part is used for the following- Create teams for assessing. Find out the Knowledge management requirements. Collect knowledge by identifying. Design structure to knowledge in warehouse. Maintain technology. Test the technology again. Train the knowledge workers. Show the use of Knowledge management practises. Track the usage. Get the system to start. Measure the productivity and quality, measure Knowledge Management practices. Conduct assessment review of the processes. Hygoyo Protocol Framework of Hyogo The priorities, mission and vision of the National Framework were created in synchronisation with the Hyogo Framework of Action (HFA) 1005-2015 that was agreed upon by all the nations in January 2005 in the city of Kobe, Japan during the UN-World conference held for Disaster Reduction. The expected result of the HFA after ten years is significant reduction in the lives and economic, social and environmental assets of the countries and communities. The following objectives have been adopted by HFA to attain the desired results- Better integration of disaster risk considerations and accordingly makes development policies. Planning at all the levels with focus on disaster prevention, preparedness, reduction and vulnerability reduction. The strengthening and development of institutes, capacities and mechanisms at all the levels especially at the community level that can help in building resistance to hazards. Incorporation risk mitigation approaches in the implementation of recovery programs, response and emergency preparedness that is used in rehabilitation of the affected communities. Scope This particular framework relates to provision of guidelines and direction to the national, local and provincial institutions. Aspects such as capacity building and vulnerability reduction are the crucial factors that help the communities and institutions to counter disaster risks. The strategies, policy implementation are taken care by this phase and programs for the parts of disaster are provided for. There are certain challenges that are recognized in the five major areas as follows- Governance- legal, organizational and policy frameworks. Risk identification. Monitoring, assessment and early warnings. Knowledge education and management. Reduction of risk factors. Preparedness to improve response and recovery. The Yokohama strategy concludes in its review the discussions in the World Conference on Disaster Reduction and the desired result that was decided can be described into five priorities of action as follows- Make sure disaster risk is a local and national priority with a very strong institutional base for execution. Identify, monitor and assess the disaster risks and identify early warnings. Use innovation, knowledge to build a safety culture which is strong at all the levels. Reduce the risk factors Make the disaster preparedness strong for better response. Case study of earthquake in Pakistan with respect to Knowledge Management The earthquake in Kashmir in 2005 was a massive earthquake with its epicentre in Pakistan controlled Kashmir close to the city of Muzaffarabad that affected the Khyber Pakhtunkhwa and Gilbit Baltistan province of Pakistan. It took place at 8:52:37 PST on the 8th of October. It was similar in size to the 1906 San Francisco earthquake and 2001 earthquake in Gujarat with magnitude of 7.6. Tremors of this earthquake were felt in surrounding nations like western China and Tajikistan. Four people died in Afghanistan while close to fourteen hundred people died in India controlled Kashmir according to reports. The damage caused was blamed on poor construction and major up thrust. Infrastructure Network usage- the network usage was high throughout the phases of recovery. Data and voice communication was very good in Islamabad. The landline network was brought on track within a coupe of days in town hit by the earthquake and the cell network was extended post the earthquake. The areas that were hit the worst had no assistance and relief and were left with no communication. Some parts were wiped out entirely. The skills to manage the technology were available in Pakistan but the management was not properly planned. Network Availability- At first the network was very low during recovery and later was raised to a medium level. The inconsistency of connection was the main factor rather than low bandwidth. The connection would break consistently which proved to be disruptive. The limitations were known fully in the remote areas but the staff did not pay heed to the cell coverage problem. Cell phones are not adequate in such circumstances. Interoperability- This aspect worked at all times during recovery and it worked in the favour of national staff success. Communications technology staff had prior experience working for NGO and used their contacts in organizations to full effect. Data Information The information was inaccurate throughout the recovery. The situation reports were not reliable. The data was circulated internally and contained insufficient information related to needs such as fundraising, donors and advocacy. This resulted in various queries sought from the headquarters to the staff for more information. Another shortcoming was the information distribution. There was lack of communication with the UN that put the NGOs at a los since they did not know the plans put in place by UN and the problems they faced. The cluster approach by the UN shoed positive results in the initial four weeks for common approaches, joint analysis and programming. Some participants did not take part in the cluster group (Food, Water, Sanitation, Education and Health). The coordination was improved with the establishment of the District Relief and Recovery Committee with
